All PDFs and MS Word Documents need to be accessible or need to provide an accessible alternative to the information.
Scanned PDFs are not accessible as they are read like images and none of the content can be pulled out the document. If a scanned or inaccessible document is absolutely necessary, this needs to be accompanied by either an accessible word document or html version.
If you're not sure if your document is accessible:
- Provide an alternative version for users in MS Word .doc format
- Avoid using .docx as many older computers are unable to open these documents
- Consider providing the information as a web page rather than a document
